PLAYDOWN RULES
2009-2010 Playdown Program Leading To Provincial Championships
GENERAL RULES APPLICABLE TO ALL NACA PLAYDOWNS1. The NACA administers all competitions leading to provincial and national curling championships.2. Playdowns in Zones 1 - 16 are administered by the zone convenors under the jurisdiction of the NACA Board.RESIDENCY REQUIREMENTS3. All participants must be bona fide residents of Alberta for 90 continuous days prior to December 31. A resident is defined as an individual who maintains as a primary residence a house, apartment or similar dwelling within the province of Alberta for the aforementioned 90 days prior to December 31.4. An exemption to the 90 day requirement may be provided for participants who through circumstances of family relocation, employment or schooling can reasonably demonstrate that they are and will be residence in Alberta for a significant proportion of the curling season. Residency exemptions may also be granted in circumstances where individuals reside outside of Alberta within reasonable traveling distance from the provincial border, and are a member in good standing at an NACA affiliated club. Any exemptions must be approved by the NACA Playdowns Committee on the basis of a written request for approval received at the NACA offices a minimum of 5 working days prior to commencement of the zone playdown they wish to participate in. Written requests shall be submitted with information supporting the applicant's grounds for exemption. The NACA may request additional information be provided in order to be able to grant such exemption.AFFILIATION WITH AN NACA MEMBER CLUB AND ELIGIBILITY TO PLAY IN OTHER PLAYDOWNS5. Each participant must be a "member in good standing" of an NACA affiliated club.6. It shall be incumbent on the affiliated curling club that a participant proposes to represent, verify and endorse that such individual is a "member in good standing". To preserve the integrity and viability of affiliated curling clubs, to enhance local / regional interests in zone playdowns, and promote local interest in the sport of curling, the NACA strongly endorses that a "member in good standing" must be a individual who is active and / or bona fide full paying participant in either regular house or rental leagues at the curling club they choose to represent.7. An affiliated club is a club in good standing having paid all NACA affiliated fees for the current year and any other outstanding debts or obligations due to the NACA.8. A rental league shall be defined as one having a contract with an affiliated curling club where such league curls regularly over a minimum ten-week period.9. Definition - Zone Playdowns for Men & Senior Men will be refered to as Regional Playdown, as defined in special rules. All other playdowns will be referred to as Open Northern Playdowns.10. For Region Playdowns, all participants are not required to be from the same club or same region. A minimum of 2 players on a team must be members in good standing of a club within the region they are choosing to represent. The remaining players must be members in good standing of an affiliated club within the NACA boundaries.11. For Open Northern Playdowns, all participants must be members in good standing of a NACA affiliated curling club.12. Participants who compete in one region playdown ARE NOT eligible to compete in another region playdown. As example, participants who compete in Men's NE region playdown can not participate in Men's SW region playdown.13. An individual who competes in any of the Peace or Southern Alberta Curling Association playdowns is ineligible to compete in the same NACA playdown during the same curling season. As example, an individual competing in the SACA Ladies playdown is ineligible to compete in the NACA Ladies playdown during the same curling season. An individual competing in the SACA Ladies playdown is eligible to play in the NACA Mixed playdown. 14. A team as a unit or its personnel separately, shall not be allowed to participate in two different playdown competitions, should the dates be conflicting at the Zone/Region, Northern, Provincial or National playdown levels.15. Players requiring clarification as to their eligibility should contact the NACA Playdown Committee in writing.SUBSTITUTION16. A team must play with at least three (3) members with the exception of the Mixed, which must have four (4) members (2 male and 2 female). Northern Playdowns may have player pools from which to choose a substitute whereas Open Association Playdowns may not have substitution pools.17. A temporary substitute may be permitted in a region / northern playdown and can be chosen from the substitute pool where provided or the Association's curling community.18. A Substitute from the Association's curling community must:a. be eligible pursuant to all rules of eligibility herein; b. not have competed in the current level of playdown in the current season; c. be requested in writing prior to the competition; d. be approved by the Playdown Chairperson or Playdown committee. Furthermore, the onus of such a substitutes eligibility is on the team. Should a team play with an ineligible player, the team shall be subject to disqualification.19. In the event of illness, accident, work related or some other extenuating circumstances to a member of a team participating in playdowns at any level (i.e. Zone and Northern) one temporary substitute may be allowed for the balance of the playdown.20. All substitution / replacement requests shall be made in writing and submitted and approved by both the zone convenor and the NACA chair.21. A substitute may play any position. The original player may return to the team at the beginning of any subsequent game during the playdown. Should the team be successful in advancing to another level and the player in question still cannot continue, then a permanent replacement player must be named.22. In the event that prior to the start of a Northern Playdown competition, two or more players of a team are unable to play, the runner-up team from the zone/regions represented, shall participate it their place.RULES OF THE GAME23. All games should be ten ends, with play continuing to a conclusion in the event of a tie at the end of the tenth end. The skip of the losing team may concede the game any time he/she so wishes.24. Rules governing play shall be those of the Canadian Curling Association. See current CCA Rule Book.25. The person standing in the house directing play and holding the broom shall be known as the skip and the team will be listed under the skips name.26. Prior to the commencement of play of any region competition, each of the members of a team which wishes to compete shall be required to fill out an NACA Entry Form which includes but is not limited to:a. a declaration regarding residency and affiliation. Affiliation must be verified by the Zone Convenor with an authorized representative of the curling club they are affiliated with; b. an acknowledgment signifying their intent to continue, if successful, at subsequent competitions and to adhere to all the rules and regulations of the governing bodies of each subsequent competition. Teams successful in Northern Playdowns will advance as representatives of the NACA to Alberta Provincial Playoffs administered by the Alberta Curling Federation and further as representatives of the Province of Alberta at Canadian Championships and / or Western, National or International events.
27. Teams representing the NACA at Provincial Playdowns must wear matching uniforms during on-ice competition. Representative teams will be provided NACA crests, which must be worn during on-ice competition at Provincial Playdowns.
28. In the event of a winning team at the Region or Northern level is unable to compete at the next level of playdown, the Zone Convenor or NACA (depending at which level it occurs) shall declare the runner-up team as the winning team. If a runner-up is not available, the Zone Convenor or NACA will have the right to appoint a substitute team.
29. All coaches, to be granted on-ice privileges must hold a valid NCCP Coaches Certificate, Level 2.
30. The NACA Playdown Committee or official designate will make all interpretations and decisions on rules. Appeals may be made to the NACA Executive in writing. The NACA's decision shall be final.
31. Code of Conduct - The NACA has adopted a Code of Conduct for all competitors and coaches competing in playdowns. Copies of the Code of Conduct will be distributed with zone forms and / or entry forms. The Code of Conduct can be found on the NACA website and in the NACA Handbook.
32. Violation of any rule above may result in the disqualification of the violator and/or team in violation of the rules. The NACA executive and/or Playdown Chair shall make the ruling. Their final decision shall be final.
SPECIAL RULES APPLYING TO NACA MEN'S PLAYDOWNS 1. The NACA Men's Northern Playdowns leading to the Provincials Championship shall consist of 16 teams coming from the following zones / regions. 2. Any zones returned will be assigned to regions with the highest 2 year participation ratio, as determined by Rule #6 below.
3. Canadian Curling Association rules dictate age requirements. Competitors in a Canadian championship shall be residents and citizens of Canada.
4. Ant team proceeding to a national competition, in accordance with CCA rules, must designate an alternate player and has the option of appointing a certified coach. Each alternate player and coach for an NACA team is required to meet residency requirements as set out in the General Rules including the requirement that such individuals be active during the curling season and a member in good standing at an NACA affiliated curling club. A 5th player (alternate) will be allowed at the Provincial event; however, all costs for this player will be the team's responsibility.
5. Vacant zones for the 2009/10 curling season will be offered as follows:
1st - SW (15 & 16)
2nd - CITY (1 - 6)
3rd - NW (12 & 13)
4th - NE (7 & 8)
NORTHERN MEN'S PLAYDOWN WETASKIWIN CURLING CLUB - JANUARY 14-17, 2010 Three teams will emerge from the Northern Playdown to represent the NACA at the Provincial Curling Championship. One team will emerge from each of Section "A", Section "B", and Section "C". PROVINCIAL CURLING CHAMPIONSHIP
OLDS, AB. - FEBRUARY 3-7, 2010 The winner of this competition is the Alberta Provincial Champion and earns the right to represent the Province in the Brier. CANADIAN CURLING CHAMPIONSHIP

4. Posters and entry forms will be available at curling clubs, the NACA office or from the NACA website.
5. Canadian Curling Association rules dictates age requirements. Competitors in a Canadian championship shall be residence and citizens of Canada.
6. Draw for the Senior Women's playdown will be completed one week prior to the event. The Playdown Chair, NACA President and Office Staff shall draw the teams from a hat to determine placement.
NORTHERN SENIOR MEN & WOMEN'S PLAYDOWN

3. Deadline for entries is NOVEMBER 19, 2009.
4. Posters and entry forms will be available at curling clubs, the NACA office or from the NACA website.
5. Canadian Curling Association rules dictate age requirements. Competitors in a Canadian championship shall be residence and citizens of Canada.
6. All teams must submit, as part of NACA Entry Forms, proof of age, i.e. a copy of birth certificate.
7. All coaches must be a resident of the NACA and be at least 21 years of age at the commencement of the championship. In Northern Playdowns, to be granted on ice privileges, all coaches must hold a valid NCCP coaches certificate, Level 1. At Provincial and National competitions, all coaches must hold a valid NCCP coaches certificate, Level 2. Each team must have a qualified coach.
8. Draw for the Mixed playdown will be completed one week prior to the event. The Playdown Chair, NACA President and Office Staff shall draw the teams from a hat to determine placement.

1. Each person on a team must be a minimum of 60 years of age as of December 31, 2009 2. No Zone level playdown will be held for this event. Direct entry will be accepted for participation in the Northern Competition. 3. All residency and affiliation requirements from General Rules will apply.
4. All games will be 8 ends.
5. Deadline for entries is JANUARY 14, 2010.. 6. Posters and entry forms will be available at curling clubs, the NACA office or from the NACA website.
7. Substitution pools may not be available at Masters playdowns. Substitution must be:
a. Eligible pursuants to Rules 5 & 6 of the general rules; b. May have played in the current level of playdown but in this case, may only play lead or second; c. Approved by the Playdown Chairperson or committee. 8. Draw for Masters playdown will be completed one week prior to the event. PROVINCIAL JUVENILE CURLING CHAMPIONSHIP WAINWRIGHT, AB. - MARCH 5-7, 2010 One winner from the Girls event and one winner from the Boy's event will earn the right to represent the Province in the International Canadian Curling Championship.
